出口货物退运进境时，原发货人或其代理人应填写进口货物报关单向海关办理报关手续。海关验凭下列资料接受报关：
1、原货物出口时的出口报关单 ;
2、原出口时向海关办结退税手续的，提供原出口退税报关单和税务部门出具的未退税证明(如发货人已办结退税手续，提供税务部门出具的《出口商品退运已补税证明》);
3、主管外汇管制部门出具的未结汇证明;
4、境外商品检验机构证明、退货协议等退货理由充分的证明材料。
